Context

This role is to oversee Path’s housing as an asset that needs to be checked and maintained regularly. As the number of houses that Path manages has grown, consideration of safety and maintenance of accommodation is more formally being separated from the provision of temporary and settled accommodation as services (by Resettlement and Easylet Housing Workers).

Resettlement and Easylet

The Path service that provides and manages most properties is Resettlement, which this role sits within and most relates to. However, Easylet also acts for Path with owned and leased properties, those for single people also sitting with this role.

Role

This post comprises specific responsibilities and duties for the person, complementing other Resettlement and Easylet roles. Core Resettlement housing management work (not this role) involves running specific properties, assessing people, moving residents in and out and checking and problem-solving with the properties. This asset management role goes further with properties, taking oversight for Path of owned and leased properties used for accommodation for single people.

Duties and responsibilities

At all times, Path needs to ensure any and all properties it manages to provide accommodation meet relevant:

  • Safety standards
  • Legal obligations
  • Contractual agreements
  • Good practice

This breaks down into two sets of responsibilities, in effect:

A. Those of the landlord – sitting with this role, on behalf of Path

B. Those of the tenant (equivalent) – largely sitting with service managers and teams (Resettlement and Easylet), who work directly with residents

1. Property checks

The Asset Management role carries out regular, thorough property checks, in addition to those by other housing staff.

  • Quarterly property checks to ensure any preventative maintenance is logged and followed up.
  • Utilities and meter reads – meter readings should be uploaded onto the database
  • Carry out annual fire risk assessments

2. Details and documentation

As part of carrying out those regular checks of each building used by Path, this role addresses and stores on Path’s property database all necessary documentation for:

  • HMO licenses
  • Leases
  • Inventories – carrying these out (and follow up work) at the start and end of a lease
  • Gas safety
  • Electrical safety
  • Utility contracts
  • IHM breakdowns
  • Fire Risk Assessments
  • Roof checking – every 5 years
  • Other checks and maintenance of the building in terms of structure
  • Maintenance tasks including painting inside/outside, clearing gutters, pointing, brickwork etc
  • Planning works to address these responsibilities
  • Ensuring work is carried out to the right standard and quality These responsibilities are significant but the resultant tasks not necessarily frequent.

3. Maintenance

The Accommodation Asset Management role includes oversight and coordination of repairs and maintenance:

  • Developing and operating a building maintenance schedule  Ensuring annual checks of each building
  • Establishing an initial replacement date and updating annually depending on condition
  • Also, responding to reports on necessary repairs and maintenance from Housing staff to coordinate and ensure works are completed
  • Operating within best practice ie getting three quotes and / or using approved contractors
  • Meeting contractors on site to discuss maintenance issues directly, where necessary.
  • Ensuring taking on and handing back of properties with works completed
  • Exploring and trialling relevant devices (eg re energy use)
  • Maintaining all relevant records
  • Reporting on this work as required
  • Replacement of kitchen/bathrooms
  • Awareness of Path insurance cover when making checks

4. Relevant responsibilities of others

The responsibilities of service managers and teams (not this role) include:

  • Internal checks of communal areas - at least weekly in temporary accommodation; accommodation used for tenancies is checked less frequently but at least monthly
  • Internal checks of people’s rooms, as appropriate but including at move in and move out
  • Noting and reporting any repairs or defects to this role to respond to Many of these duties will be regular and frequent.

5. Path’s property work

This Asset Management role also oversees leasing of property for accommodation, including:

  • Understanding Path’s accommodation property needs
  • Overseeing searching for and sourcing suitable properties for leasing
  • Being the HMO license holder on behalf of Path for relevant properties, these being for the Resettlement service
  • Ensuring appropriate handovers of properties back to landlords at the end of leases, inc works to meet lease obligations In addition, though far less frequent, the operational duties of purchasing of property sit with this role.

For new leases, this role will:

  • Identify suitable properties in line with service demand
  • Negotiate lease terms with potential landlords
  • Oversee property take on including conditions
  • Organise all certification and documentation
  • Manage ongoing relationships with landlords

Other duties

  • Maintain and update house notice boards, including with legally required information
  • Providing cover for relevant services (Resettlement and Easylet), including when needed for weekly house checks
  • Utilising, developing and maintaining recording and monitoring systems, inc: maintaining records on Path database; submitting regular info / reports
  • Building relationships, and ongoing liaison, with relevant others
  • Participation in staff and other meetings, as required
  • Other duties as required by line manager or Director
  • Compliance with Path Worker Conditions

Salary: £23,000.00-£23,660.00 per year
